PURPOSE:To control each releasing force at the time of releasing the tension of a filament collectively, by installing a brake band zigzag in plural pieces of spindles, tensing it with a hydraulic cylinder, and adding braking force all at once. CONSTITUTION:A group of spindles 2 inserted with each bobbin 4 is made to slidingly contact with each brake drum 2a uniformly, and braking force is added to each spindle 2 all at once. Therefore, a base end 6b of the brake band installed zigzag in each brake drum 2 and whose tip part 6a is locked to them, is attached to a spindle shaft 9a of a hydraulic cylinder 9. Accordingly, a group of spindles 2 can be uniformly braked and controlled in a pump by one brake band 6. Therefore, each release tension of a group of respective filaments 3 is collectively controlled at each stage of a winding diameter, whereby rationalization and uniformization are promoted and, what is more, respective filaments 3 in the group are matched to the same condition and thus they are releasable.
