PURPOSE:To effectively and favorably supply and collect a developer in a short time without scattering the developer on a peripheral part by shielding a part of the magnetic field formed in the developer adhesion starting position of a developer carrier at the time of supplying and collecting the developer. CONSTITUTION:At the time of supplying, collecting and exchanging the developer after completing developing action, a magnetic plate 16 is carried to the developer adhesion starting position shown with a broken line and the magnetic fields of pole bodies P4 and P5 are shielded by the magnetic plate 16, then the adhesion of the developer to a developing roller 5 is prevented at all. Meanwhile, since a part of the magnetic field formed in the developer adhesion starting position of the developing roller 5 is shielded in the same way even in the developer collecting stage, the adhesion of the developer to the developing roller 5 can be prevented. Thus, the supply of the developer can be executed in a short time without scattering it on the peripheral part and the developer does not remain on the developing roller 5, so that the favorable efficiency in collection can be obtained.
