A crossbar with a load buffer device and vertical and horizontal moving devices is provided to move steadily along the inner surface of a side rail bar and buffer load in case the load is applied to the side rail bar in every direction. A moving device of a crossbar(1) and a side rail bar(2) is mounted on the upper side of a roof panel of a vehicle. The moving device moves a side rail bar and a crossbar forward and backward. A load buffering and moving device of the side rail bar and the cross bar of a roof carrier is composed of a side rail bar, a crossbar, and a moving device. A pair of side rail bars are mounted on the top of the roof panel. The side rail bar has a plurality of insertion hole for a fixing member on the inner surface. The crossbar is connected to the side rail bar. The crossbar moves forward and backward. The moving device is coupled on the crossbar. The moving device buffers the load of the crossbar.
