A transparent substrate for a display is provided to ensure high thermal decomposition while having excellent flexibility and optical characteristic, optical transmittance rate similar to glass substrates, and low face resistivity. A transparent substrate for a display is interpenetrating polymer networks obtained by mixing a low-molecular-weight having a functional group reactive to at least two different functional groups. The raw material having the functional group is a monomer having a double bond capable of radical reaction and a monomer having an isocyanate group and alcohol group capable of isocyanate reaction, amine group, and thiol group.
