PROBLEM TO BE SOLVED: To provide a technology for detecting a bot performing unauthorized communication. SOLUTION: A communication controller 10 includes a first database 50 provided for each user, a user database 57 for storing a user ID in correspondence with an IP address assigned to a user's terminal, a user database update section 460 for acquiring the user ID of a terminal and an IP address imparted to the terminal from a connection management server 120 and registering them in the user database 57, a user identification section for acquiring the user ID by searching the IP address of a source of communication data from the user database 57, a circuit 30 which performs searching with reference to a record corresponding to a user ID acquired from the first database 50, and a processing circuit 40 for issuing an warning when communication data not matching the signature of normal communication is detected based on the search results.
