PROBLEM TO BE SOLVED: To provide techniques for an emergency call using a mobile phone or an IP telephone. SOLUTION: A communication controller includes: a first database 50 which stores telephone numbers of emergency call institutions; a retrieval circuit 30 which retrieves the telephone number of a destination included in communication data for call from the first database 50; and a process execution circuit 40 which controls a call between the telephone terminal as a caller and the emergency call institution as a destination when the telephone number of the destination included in the communication data is registered in the first database 50. The communication controller has a plurality of databases for a plurality of different communication control as the first database 50 and a second databases 60, and further includes a switching unit 180 which switches the databases to cause the communication control device to perform a plurality of different control.
