PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of providing optimal intervention results from a plurality of demands even at the changeover of operation modes. SOLUTION: The plurality of demands of the same physical quantities are summarized (Step 100). A weight coefficient of each operation mode is read in (Step 102), intervention is carried out for all operation modes while taking the weight coefficient into account (Step 104). When the changeover demand of the operation mode exists, a difference of intervention results before and after the operation mode changeover is calculated (Step 108). When the difference of the intervention results is not greater than a criterion, the intervention result corresponding to the latest operation mode is selected (Step 120). When the difference of the intervention results is greater than the criterion, the operation mode is not immediately changed over (Step 112) and the weight coefficient is gradually changed (Step 114).
