PROBLEM TO BE SOLVED: To provide a yarn-conveying apparatus capable of controlling yarn tension without regard for whether yarn is kept in conveying state or stopping state. SOLUTION: The yarn-conveying apparatus is equipped with a delivery roll on a conveying line and a latter part on downstream side of the delivery roll. The yarn-conveying apparatus comprises a latter part roll driving means for rotating and driving the latter part roll, a stretch control means for outputting rotation order of the delivery roll in order to adjust draw ratio of yarn when the latter part roll is kept in rotating state, a delivery roll-driving means for rotating and driving the delivery roll based on rotation order from the stretch control means, a tension control means for outputting rotation order of the delivery roll for making yarn tension coincide with a target yarn tension when rotation of the latter part roll is kept in stop state and a control changeover means for permitting input of rotation order from the tension control means to the delivery roll driving means when rotation of the latter part roll is kept in stop state and inhibiting the input when the latter part roll is kept in rotary state.
