PROBLEM TO BE SOLVED: To enhance a swirl ratio while suppressing the deterioration of a flow coefficient of an intake port, in a control device of an internal combustion engine. SOLUTION: This control device has a first intake port (a main flow port) 60 having characteristics in which a swirl ratio is increased as an air amount passing through the inside is increased and an intake variable valve mechanism 40 making variable valve opening characteristics of an intake valves 64, 66. When a demand to increase the swirl ratio exists, both valve (all valve) early opening control for advancing opening times of all the intake valves 64, 66 arranged in the same cylinder is executed.
