Fixing equipment of water supply pipe and a method of construction are provided to reduce the construction cost and period by rapidly washing and removing the rust and the scale remaining in the conduit line wall at the same time. Fixing equipment of water supply pipe comprises an auger member(11) which is made of the sphere shape in order to steadily move the bending gin conduit line; a transfer device which is connected to a guide member(15) through a connecting hose(19); and a scale removal and cleaning device removing the scale of the conduit line wall. The scale removal and cleaning device includes a scale removal device and a washing apparatus combined in the axis of rotation which are integrally combined; and a rotating device in which the axis of rotation is combined inside the guide member. The high pressure water flowed in into the inside of the axis of rotation gushes out to an injection nozzle(39) of the washing apparatus. The scale removal and cleaning device is rotated by the high pressure water.
