PROBLEM TO BE SOLVED: To provide techniques for an emergency call using a mobile phone or an IP telephone. SOLUTION: A communication controller includes: a process execution circuit which controls a call between the telephone terminal as a caller and the emergency call institution as a call destination when the telephone number as a destination included in communication data is registered in the list of telephone numbers of emergency call institutions; a plurality of class-based management circuits 420, which manages timing to send out packets by class of bands where the packets are to be sent out; and a selection circuit 405 which acquires the packets to be sent and information on the class of a band where the packets are to be sent out, selects a class-based management circuit 420, to which the packets are to be supplied from among the plurality of class-based management circuits 420, and supplies the packets to the selected class-based management circuit 420.
