PROBLEM TO BE SOLVED: To provide a charge and discharge apparatus which reduces energy consumption required for leveling battery voltage through selective charge and discharge, with a compact circuit easily integrated. SOLUTION: When a cell selecting circuit CS selects a cell 2 of maximum charge amount among cells in battery modules 3, a cell discharge circuit CD discharges the cell 2 of the maximum charge amount selected by the cell selecting circuit CS. Furthermore, when a module voltage detecting circuit MV detects module voltages for each battery module 3 in a battery pack 4, a system control circuit SE causes a module charging circuit MC to charge battery modules 3 where voltage differences drop below the reference voltage among the battery modules 3, based on the detection results of the module voltage. A cell charging circuit CC may charge a cell 2 of minimum charge amount selected by the cell selecting circuit CS and a module discharge circuit MD may discharge battery modules 3 where voltage differences exceed the reference value.
