The system has a solid base (BS) for a propulsion part fixed to bottom of sea, and a sealed box (BR) installed on the solid base. Supports (SP) are fixed on the solid base for supporting a platform (P1) in an emerged portion, and another sealed box (BP) is installed on the platform and contains a water pumping system. A lower tank (RI) for a production part is sur-mounted on a hydroelectric power plant (CH) that is installed on the platform. Pillars are provided for supporting another platform (P2) on which an upper tank (RS) is installed.
