PROBLEM TO BE SOLVED: To provide a road surface displacement inferring device capable of reducing amount of required computation and obtaining sufficient responsiveness by utilizing an existing sensor in an active suspension system of a vehicle effectively. SOLUTION: In this road surface displacement inferring device, the active suspension system uses the rule for controlling an actuator and minimizing the integration of function having at least the term expressing the energy to be transmitted to a vehicle body and a wheel to be controlled from the actuator, the term expressing vibration conditions of the vehicle body and the wheel, and the term expressing balance of total energy of the vehicle body and the wheel.
