PROBLEM TO BE SOLVED: To provide an optical resonator which can satisfy both a long photon lifetime and the extent of interaction action between mode and particles, at the same time. SOLUTION: The optical resonator comprises a raw resonator 103 which makes electromagnetic waves resonate; a structural body 307 which is arranged on a position overlapping any one of the resonance modes for the raw resonator, is made of a substance in which the real part of dielectric constant has a negative value, and the absolute value of the real part is larger than the absolute value of the imaginary part; the scattering received by the electromagnetic wave has an extent regarded as Rayleigh scattering and is made as a single assembly, with one piece or a plurality of pieces, in proximity of one another; and one piece or a plurality of pieces of particles 101, arranged substantially at a distance smaller than the extent of the structural body, with respect to the structural body.
