PROBLEM TO BE SOLVED: To adopt the duplex structure of ONUs #1 (a, b) without reducing the maximum number of ONU installation stations connectable with station line terminating equipment OLTIF. SOLUTION: The ONU installation station comprises a pair of the ONU #1a and the ONU #1b. An optical switch 1, a switching part (I)2 and a switching part (O)3 set one of the ONU #1a and the ONU #1b to an active system and the other to a standby system. A monitoring control part 12 monitors the operation state of the active system, and when detecting an abnormal state, switches the active system to the standby system, and the standby system to the active system, and notifies the OLTIF of the switched result.
