PROBLEM TO BE SOLVED: To provide a safety management system and a safety management method for easily detecting the possibility of any crime or accident, while attending school. SOLUTION: This safety management system is provided with a first gate device, a second gate device, and a server that communicates with the first gate device and the second gate device. The server calculates a first time, a second time, an identifier applied to a radio communication medium and a student's attending school period, and decides that the state of the student is normal or abnormal, based on the first time, the second time, the student's attending school period and the preliminarily stored student's action pattern, and selects information of which the guardian or a teacher should be notified, from among information about the first time, the second time and the student's attending school period, based on the decision result, and notifies the guardian of the student and the teacher of at least one from among the first time, second time and student's attending school period through electronic mail that have been selected.
