The system includes a base station and a management node. The base station includes an information acquiring module, a selecting module and an accessing module. The management node includes an information configuration module and a transmitting module. The present invention can make the loads of every core network node to be balanced, make the complexity of implementation of the base stations to be reduced, and make the cost of the base station to be decreased.
