A data relaying apparatus and a semiconductor IC including the same are provided to control the timing of data, which is relayed from a receiver to a transmitter, according to the phase of a clock of the receiver and the phase of a clock of the transmitter. A phase sensing means(20) detects the phase difference between the clock outputted from a receiver and the clock outputted from a transmitter. A plurality of phase detection signals are generated. In response to the phase detection signals, a data relay control means(70) determines the difference of clock timing of the transmitter and receiver and then a relay data selection signal and a relay control clock. A data relay means(60) delivers data of the receiver to the transmitter in response to the relay data selection signal and relay control clock.
