PROBLEM TO BE SOLVED: To obtain a packaging bag capable of suppressing unpleasant feeling to hands and improving operability without decreasing tearing properties, the packaging bag with a content, and a method for manufacturing the packaging bag. SOLUTION: The packaging bag 10 has a bottom 12, an opening 19 opposing the bottom 12, and two opposing side ends, and at least one side end 13a of two opposing side ends 13 is heat-sealed inside the outer edge 17a of the side end 13a, and the packaging bag 10 has a welding part 16 and a non-welding part formed outside the welding part 16.
