PROBLEM TO BE SOLVED: To provide a method and device for activating fuel heavy oil and combustion air by using physical actions and means in a fuel system and combustion air system of a diesel engine for a vessel to improve combustion efficiency of the engine. SOLUTION: The action of sintered composite ore body mainly composed of silicide radiating electromagnetic waves of a terahertz band is applied to fuel heavy oil passing through fuel introduction pipe parts 3, 4 and a fuel treating device connected to the pipe parts 3, 4 by insertion and combustion air passing through a combustion air duct 16 and a combustion air activation device 9 connected to the air duct 16 by insertion, so as to constitute the method and structure or device for activating the fuel heavy oil and combustion air.
