PROBLEM TO BE SOLVED: To provide an access network search system, the mobile terminal, an access network search method and an access network switching method, which achieves flexible session transition between networks while reducing the power consumption of a mobile terminal. SOLUTION: In an access network search apparatus, in a communication system 5, a service control unit 11 controls: the state of a session formed between the radio terminal and an access network; and the preferential transition destination networks of the session for each radio terminal, and notifies information including the information of the preferential transition destination networks when the session state is changed, and the access network search apparatus 20 searches the access network candidate of a session transition destination at a prescribed interval from the preferential transition destination networks when the preferential transition destination networks included in the notified information are different from the communication system of the present access network, and transmits the candidate to the radio terminal as a session transition destination access network when a searched result does not change for a fixed period.
