<P>PROBLEM TO BE SOLVED: To provide a video image display apparatus for reducing an opportunity for a user who views an arbitrary television programs while he/she does certain work to overlook a certain scene he/she wants to view, and to perform the operation easily. <P>SOLUTION: Both a video signal and a voice signal are inputted into a voice/video image delay portion (video image delay means) 16. A video signal latency process is performed so that the video signal and the voice signal are delayed and outputted by only latency established by a latency change means (latency setting means) 17. A voice signal which does not pass the voice/video image delay portion 16 and a voice signal delayed by the latency and outputted are inputted into a voice output switching portion 19.
