PROBLEM TO BE SOLVED: To provide a power-computing device, method and program that can estimate the electric power, in a short time, as well as, with high accuracy. SOLUTION: The power-computing device has a net list generating means for generating net list design data, by carrying out logic synthesizing processing to first register transfer level design data; a representative cell determining means for determining the representative cells for each cell classification in the net list design data; and a power computing means 1150 for computing the power of a circuit, by using the representative cells for second register transfer level design data.
