PROBLEM TO BE SOLVED: To provide a technology for executing drawing processing with high quality by preventing drop frame related with drawing based on a drawing processing instruction whose priority is high even when arithmetic resources are limited. SOLUTION: This drawing processor for performing drawing processing by inputting a plurality of drawing processing instructions is configured to group a plurality of drawing processing instructions into a plurality of drawing instruction groups, and to assign arithmetic resources for executing the drawing processing instructions to each of the plurality of drawing instruction groups, and to create an image by performing drawing processing on the basis of the drawing processing instructions included in the drawing instruction group by using the assigned arithmetic resources for each of the plurality of drawing instruction groups, and to store the created images in a storage means for each of the plurality of drawing instruction groups, and to synthesize the images stored in the storage means for each of the plurality of drawing instruction groups.
