PROBLEM TO BE SOLVED: To provide a controller of a variable compression ratio internal combustion engine capable of properly controlling the state of combustion, particularly the suppression of knocking, even if the properties of fuel are changed during the operation of the engine. SOLUTION: This controller comprises a compression ratio learning part, a fuel property acquiring part, and a learning state initializing part. The compression ratio learning part learns and controls a compression ratio. The fuel property acquiring part acquires fuel property information. The learning state initializing part initializes a learning state by the compression ratio learning part according to the result of the acquisition of the information by the fuel property acquiring part.
