<P>PROBLEM TO BE SOLVED: To provide a portable electronic device and an apparatus, system and method for issuing a portable electronic device that shortens the time required for issuing. <P>SOLUTION: The issuing apparatus sends a first command including a plurality of storage location information representing locations to store a plurality of write information to the portable electronic device 3 to store the plurality of storage location information in the portable electronic device 3. The issuing apparatus sends a second command including the plurality of write information to the portable electronic device 3.
