PROBLEM TO BE SOLVED: To provide a method of producing improved soil for producing improved soil, forming ground excellent in water-permeability, water-retentivity, cushioning characteristics, and dust preventing properties, with stable quality, for preventing generation of dioxins, and allowing easy production of the improved soil without regulating a water content of the improved soil; and to provide an improved soil producing device which is suitably used for the producing method of the improved soil and can be moved. SOLUTION: In this method of producing improved soil, soil containing soil particles with grain size of 0.001-10 mm and fluorine resin or fluorosilicone resin are mixed and kneaded while introducing superheated steam. The improved soil producing device comprises a kneading machine for mixing and kneading the soil containing the soil particles with grain size of 0.001-10 mm and fluororesin or fluorosilicone resin, and a superheated steam feeder supplying superheated steam into the kneading machine.
