PROBLEM TO BE SOLVED: To provide a cleaning device which maintains favorable image quality, and an image forming apparatus provided with the same. SOLUTION: A cleaning unit 40 cleans the image forming surface 30 of an image carrier 12 having remaining toner. The cleaning unit 40 includes a fur brush 48 that comes in contact with and separates from the image forming surface 30 to clean the image forming surface, a brush operating mechanism 70 that allows the fur brush 48 to come in press-contact with and separate apart from the image forming surface 30, and a controller 41 that controls the brush operating mechanism 70. The controller 41 controls the brush operating mechanism 70 so that the fur brush 48 may come in press-contact with the image forming surface 30 during an interval period between passing of the toner image through a facing position at which the fur brush 41 faces the image forming surface 30 and arriving of the toner image at the facing position again.
