PROBLEM TO BE SOLVED: To provide a certificate reading recognition device for improving the character recognition precision of address information by automatically making an address dictionary to be used for knowledge processing correspond to that in the case of creating or issuing a certificate. SOLUTION: This certificate reading recognition device is connected to an image reading device, and provided with at least a storage part and a control part, and configured to store an address dictionary file for storing address information for every generation, and to store the generation information and file name of the address dictionary file by associating them, and to control the image reading device, and to read the image of a certificate, and to character-recognize at least the date information described in the certificate and the address information as an address information candidate on the basis of the read image data of the certificate, and to compare the recognized date information with the stored generation information, and to acquire the file name of the address dictionary file of the generation corresponding to the date information, and to inquire about the address information candidate by using the address dictionary file of the file name as address knowledge, and to perform the knowledge processing of the address information of the certificate.
