An optical element module and a photographing apparatus for correcting the shake of hands are provided to make a simple structure by using a polymer actuator element and to correct the shake of hands. An optical element module(100) comprises an optical element(11) and a plurality of actuator elements. A fixing frame(12) receives the optical element and the actuator element. The actuator element is transmittable to displacement connected to the floor side or the side of the optical element. The dissimilar side end part is fixed to the rigid frame. The fixing frame has hardness as supporting the actuator element and the optical element.
