<p><P>PROBLEM TO BE SOLVED: To provide a technology which secures update of map data to a right user in a navigation device, whereas, in a navigation device for updating map data based on a storage medium when receiving authentication permission using an identification code which is peculiar to a substrate of the navigation device, when updating the map data hitherto, update of the map data becomes impossible in the case where the substrate of the device is replaced by a failure of the navigation device before update after obtaining the map data. <P>SOLUTION: When receiving an update request of map data, the navigation device transmits a present position to a hardware key generation device, and the hardware key generation device generates a hardware key based on the received present position.
