PROBLEM TO BE SOLVED: To solve problems that a user cannot refer to a setting of equipment in a panel locked state and the user cannot do an operation while recognizing that it is in the panel locked state, in an image forming apparatus. SOLUTION: The image forming apparatus is provided with two modes of a normal mode and a panel locked mode. In the normal mode, all menu items can be displayed by menu keys, and all operations using the menus can be executed. In the panel locked mode, the menu keys are invalid, and limited menu items can be displayed and limited operations can be executed by using function keys, so as to solve the problems.
