PROBLEM TO BE SOLVED: To inhibit a surface of a pressure roller from being deteriorated in a short time. SOLUTION: The fixing device 4 includes a fixing roller 41 and the pressure roller 42, and the fixing roller 41 and the pressure roller 42 have structures where an elastic layer is formed between a release layer forming a surface and a core bar. The Asker C hardness of the pressure roller 42 is lower than that of the fixing roller 41, and the micro rubber hardness of the pressure roller 42 is higher than that of the fixing roller 41.
