PROBLEM TO BE SOLVED: To provide a piping heating device using an electric energy for heating, from an outer circumferential side of a piping, a fluid flowing in piping having accessory items having a larger diameter than that of the piping such as a joint, a connection part of branch piping, a connection part of a valve or the like, in which the piping and the accessory items can be arranged easily and the piping can be heated uniformly and efficiently and moreover a cost for installation is inexpensive. SOLUTION: The piping heating device is provided a planar heater of which the a center-side surface is covered with a metal layer and a metal-made heat conductive member which extends toward a central part from the surface of the metal layer and is so arranged as to pinch and contact the piping, inside a heat insulating material having a cylindrical shape capable of surrounding an accessory item and the piping of a prescribed section.
