PROBLEM TO BE SOLVED: To provide a lighting device and a luminaire achieving reduction of a total electric power consumed by an operation within a predetermined operation period. SOLUTION: The lighting device 11 includes: a drive circuit 19 supplying an electric power corresponding to an input indicated value to a load (light source); a counter 25 counting a total time period during which the electric power has been supplied to the load; and a control device setting an indicated value smaller than a value on a straight line between a size of an initial electric power supplied from the drive circuit to the load and a size of the electric power after operating for a predetermined time with respect to the cumulative time period counted by the counter.
