PURPOSE: An apparatus for controlling a set-top box and method thereof are provided to control a set-top box at remote plate if a user of an IPTV set-top box degrees the remote control of the other user about the IPTV set-top box. CONSTITUTION: If a remote control right request message is received for the remote control of a second STB(Set Top Box), a control terminal search unit(124) searches for a mobile communication terminal having a remote control right about a second STB. A message transmitting unit(125) transmits a remote control agreement request message to a second mobile communication terminal. A right control unit(126) gives a remote control right to a first mobile communication terminal.
