PURPOSE: A boost voltage type DC-DC converter and a semiconductor device having the same are provided to add capacitance of a boosting circuit and generate boosting electricity, thereby providing a low voltage starting voltage. CONSTITUTION: Power(101) supplies electricity. A boosting circuit(102) converts into boosting electricity of the power. A load(103) operates as the boosting electricity. A switch element is installed between the power and a power terminal of the boosting circuit. Capacitance(106) stores the electricity as stored electricity.
