PURPOSE: A real time transmission system and a transmitting method thereof are provided to minimize physical damage to a client sensitive to power failure by rapidly restoring through composing the system to rapidly recognize a fault section by immediately contacting with a distribution center. CONSTITUTION: A control part(301) converts a signal sound into a voice signal based on a code number corresponding to a situation or an electric pole. The outputted voice signal is delivered to a situation inspecting vehicle(303) and a situation construction management head(304) through a management center wireless communication network(302) according to the number corresponding to the electric pole. A management center employee(305) received in real time arrives at the section causing power fault and a construction management head(306) confirms in a real time and immediately begins repair work.
