PROBLEM TO BE SOLVED: To provide a technique related to a new type of device and physical layer under IEEE802.22b standard.SOLUTION: A communication system comprises: an L-CPE 13; an H-CPE 12 which can manage the L-CPE 13; a base station 15 which selects an idle channel on the basis of a prescribed coexistence condition with a primary user in a TVWS (TV White Space); a CPE side NCMS 14 which is made to be able to access the L-CPE 12 and H-CPE 13 and vice versa, and controls radio communication with a mobile information terminal at the CPE side; and a base station side NCMS 16 which is made to be able to access the base station and vice versa, and controls radio communication with the mobile information terminal at the base station 15 side. The H-CPE 12 directly communicates information obtained by the L-CPE 13 with the base station 15, or indirectly communicates the information with the base station 15 going through another H-CPE 13 by peer-to-peer communication, and the L-CPE 13 directly communicates obtained information with the base station 15 or communicates the information relayed by the H-CPE 13. |
