On the basis of the correspondence between the geographical positions of managed devices and the usable frequencies, a frequency that can be used in common by each combination pair of managed devices is specified as a frequency that can be used by the pair; the frequency that can be used by the pair is reported to the two relevant managed devices; pair communication quality, which is the quality of communication obtained when the frequency that can be used by the pair is used, is acquired from each of a plurality of managed devices; the frequency that can be used by the pair with which the best pair communication quality is obtained, and the best pair communication quality corresponding to the best frequency that can be used by the pair , are determined for each pair; all paths including a path in which communication is relayed by another managed device are specified as candidate paths; the path communication quality in each of the candidate paths through which communication is made between the pair of devices that use the best frequency that can be used by the pair is calculated on the basis of information of the best pair communication quality; a candidate path having the best path communication quality is selected as a path to be used; and communication between the pair is executed through the path to be used.
