A central voltage control device (8) is connected to: a first local voltage control device that adjusts a control amount at second intervals so that the voltage of a transformer-type voltage control apparatus is maintained within the range of voltage upper and lower limit values updated at first intervals; and a second local voltage control device that adjusts the control amount of a var-type voltage control apparatus at third intervals. The central voltage control device (8) is provided with: a load power generation amount prediction unit (21) which predicts the load power generation amount distribution at first intervals from the conditions of the average load and the average power generation, the conditions of the minimum load and the maximum power generation, and the conditions of the maximum load and the minimum power generation; a voltage fluctuation range prediction unit (22) which predicts the voltage fluctuation range on the basis of the load power generation amount distribution; an optimal voltage distribution determination unit (24) which determines threshold values for the margins to the upper limit and lower limit of an appropriate voltage range on the basis of the voltage fluctuation range, and which determines a control target value for the first local voltage control device on the basis of the differences between the threshold values and the margins to the upper and lower limits; and a voltage upper and lower limit values determination unit (25) which determines, on the basis of the control target value, the voltage upper and lower limit values that are to be sent to the first local voltage control device. |
