<p>The invention provides a tensioner (14) mounted on a moveable platform such that during the start up phase, the tensioner is arranged to move towards the reel (12) and, during the switch off phase, the tensioner is arranged to move away from the reel. The moveable platform is mounted on a level wind tower (54) and moves towards and away from the spooling axis of the reel to compensate for the inequality of the relative acceleration/ deceleration characteristics of the tensioner and the reel.</p> |
