The present invention relates to a pharmaceutical composition containing CV-3988 as an active ingredient for preventing or treating ocular neovascular diseases. More specifically, the pharmaceutical composition containing CV-3988 as an active ingredient inhibits the expression of VEGF and MMP-9, which are angiogenic genes, at damaged regions in the cornea, increases the expression of PEDF, which is an anti-angiogenic gene, and inhibits movement and tube formation of umbilical vein endothelial cells, thereby preventing angiogenesis in damaged eye tissues. Therefore, the pharmaceutical composition containing CV-3988 as an active ingredient can prevent or treat diseases caused by ocular angiogenesis.
