PROBLEM TO BE SOLVED: To efficiently identify flow applications in an IP network.SOLUTION: An application identification system 1 comprises an application identification device 3 which identifies data portions of packets constituting a flow, and a plurality of packet header identification control units 21 which transfer a flow matching a set policy to the application identification device 3 and share the application identification device 3. When the policy matching the flow destination is applied to the flow, the application identification device 3 attaches the tag indicating completed application of a destination policy to the packets. When the tag is applied to the packets constituting the flow, the packet header identification control unit 21 deletes the tag indicating completed application of the destination policy and transfers the flow on the basis of a routing. When the tag is not applied to the packets constituting the flow, the packet header identification control unit 21 determines whether the flow matches the set policy. When the flow matches the set policy, the packet header identification control unit 21 transfers the flow to the application identification device 3.
