<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of keeping a supply voltage to be supplied to the semiconductor integrated circuit low when changing an operation frequency. <P>SOLUTION: A semiconductor integrated circuit 10 operates by a supply voltage to be supplied from a power circuit 13, and changes an operation frequency from an initial frequency to a target frequency.
