<p>A modulator/demodulator apparatus obtains layer 1 measurements and/or estimations for cellular and non-cellular radio performance characteristics, and performs an evaluation based on at least the layer 1 measurements and/or estimations for selecting a connection to cellular or non-cellular radio. The apparatus provides information on results of the evaluation to a connection manager located in an upper layer, for performing a final decision on the connection to cellular or non-cellular radio, or obtains information supporting selection of a connection to cellular or non-cellular radio from the connection manager and performs a final decision on the connection to cellular or non-cellular radio based on results of the evaluation and the information from the connection manager for selecting the connection to cellular or non-cellular radio.</p> |
