The device (1) has an input unit (4) for inputting data, and a determining unit (2) for determining time windows of availability and efficiency relative to resources in consideration based on the input data. An element (6) is provided for expressing a space of solutions i.e. time windows as probabilities, and for generating time-continuous functions in compliance with the time windows. Another element (8) optimizes a resource allocation plan from the solutions space expressed as the probabilities.
