PROBLEM TO BE SOLVED: To provide a radio base station count derivation device capable of quickly deriving the estimated number of radio base stations to be installed in order to quickly grasp an estimated amount of capital investment when installing a new communication system and so on.SOLUTION: A radio base station count derivation device comprises: a habitable area acquisition unit which acquires habitable area for each of a plurality of districts; an area acquisition unit which acquires area indicating area of a communication area formed by one radio base station; and a radio base station count derivation unit which derives the number of radio base station covering a plurality of districts on the basis of the habitable area and the area for each of a plurality of districts.
