A method of performing diagnostic test in transmitting files of a Precinct Count Optical Scanner (PCOS) machine comprising the steps of activating said PCOS machine; displaying applications from said LCD panel; selecting applications from said LCD panel; inserting tech security key to said PCOS machine to authenticate external application; encoding password to validate said external application, loading external application to said PCOS machine; inserting another security key to validate and verify functionality of scanner; inserting a ballot for scanning; selecting a server for transmitting results and transmitting results wherein said transmitted results may be digitally signed with a Board of Election Inspection (BEl) signature key for added security.
